In response to the occasional incidents of onboard violence and armed threats in Taiwan’s public transportation system, New Taipei Metro has recently upgraded its safety measures by introducing cut- and stab-resistant protective gear to enhance frontline emergency response and safety capabilities. Establishing a Three-Tiered Defense System: From Evacuation to Control
After evaluating various protective equipment options, New Taipei Metro integrated selected items into both station and onboard emergency response systems, tailored to practical needs. "Peace Shield Packs" and " Peace Anti-cut Gloves" are installed in the front and rear driver's cabs of every train, allowing train personnel to respond promptly to emergencies. Multi-layer composite anti-stab umbrellas are also deployed at stations for emergency use by station staff. These are not available to the public and are specifically designed to block knife or sharp object penetration. Together, these tools support a three-stage safety strategy: Response – Defense – Control.
According to New Taipei Metro, the overall protection strategy is based on three levels: long-range evacuation, mid-range defense, and close-range control, all aimed at safeguarding passenger safety and minimizing personnel risk. A key focus of this new deployment is the inclusion of shield packs and protective gloves in the front and rear cabs of each train. The shield pack is a quickly accessible, portable defensive tool equipped with internal steel plates for frontal protection, enabling passengers to retreat safely and maintain distance during high-risk situations. The protective gloves offer cut-resistant capabilities, providing essential protection and control when retreat is not an option.
Systematic Equipment Deployment Enhances Frontline Response For the light rail system, Peace Anti-cut Gloves and Peace Shield Packs are assigned to train drivers and selected station staff, with additional anti-stab umbrellas installed at Hongshulin and Tamsui Fisherman’s Wharf stations. All medium-capacity trains are equipped with protective gear in the front and rear cars, and all station information counters are supplied with anti-stab umbrellas. The umbrellas, made from multi-layer reinforced fabric, are designed to withstand sharp object attacks and assist station staff in immediately managing dangerous situations. Protective Strategy to be Continuously Updated Towards Higher Safety Standards
New Taipei Metro emphasized that the introduction of this protective gear represents a strategic upgrade grounded in both practical risk assessments and international experience. The system will undergo ongoing review and optimization based on operational feedback and frontline staff experience. Training programs will also be expanded to ensure that each piece of equipment is used effectively. Upholding the safety of passengers and staff as the highest priority, the metro system continues to strengthen public trust and service quality in transportation.
This safety initiative has drawn international attention, with its implementation featured in Metro Report International, a globally recognized railway publication. The case serves as a key example of Taiwan’s alignment with international standards in public transport safety management. It enhances New Taipei Metro’s leadership in regional safety systems and raises Taiwan’s global profile in public transit operations.
